PURPOSE:To enable secure pitch extraction even when the rising or falling peak level of a speech varies acutely. CONSTITUTION:An input speech signal which is taken out by a block takeout processing part 10 is divided into plural subordinate blocks by a subordinate block division processing part 15. A peak level detection part 16 extracts a peak level from each of the subordinate blocks of the input speech signal. A maximum peak level detection part 17 detects the maximum peak level among the peak levels of the subordinate blocks. A comparison part 18 compares the maximum peak level of each of the subordinate blocks and sends the comparison result to a clipping level control part 19. The clipping level control part 19 varies the clipping level of a center clipping process part 12 stepwise or continuously in the blocks. |
