PURPOSE:To obtain the picture coding processing method and the picture decoding processing method in which deterioration in a required object picture is prevented while reducing quantity of picture data. CONSTITUTION:Data of an original picture are divided into large picture element blocks by a 1st picture element block division section 2 and the picture element blocks are classified into an object block group and a non-object block group by a picture element block discrimination section 4 based on given contour data. The picture element block belonging to the former is divided into small blocks, a 1st compression section 6 is used to compress the picture at a low compression rate, and the non-object block groups is compressed by a 2nd compression section 7 at a high compression rate. Furthermore, in the case of decoding, picture data are expanded and synthesized through the expansion processing corresponding to the compression of each compression section. Thus, while the picture quality of the required picture is kept sharply, the quantity of picture data is remarkably reduced. |
