PURPOSE:To freely change the constitution of a computer system according to a using load without damaging a responsibility. CONSTITUTION:When a user inputs a service start request to a terminal equipment 1, a high speed digital line network 2 transmits this service start request to a preliminarily decided communication server 3. The communication server 3 refers to the load states of process servers 6 through a message carrying LAN 4, and delivers the service start request to the process server 5 whose load is light. The process server 6 opens a session enabling a conversation with the terminal equipment 1, and activates an application program corresponding to the service request from the terminal equipment 1. A data base server 8 processes a file input and output request outputted from the application program operated on the process server 6.
