PURPOSE: To provide a system which performs decentralized control over resources accompanied by centralized structure management. CONSTITUTION: A network of decentralized work stations is provided and an operation console 130 for controlling a resource 102 is defined. At a request of the operation console, a central server 108 establishes a control session between a server 108 relating to a specific resource and the operation console and the records of respective dynamic connections are maintained by the central control server. If trouble occurs to the operation console, the server accesses fall-back information of the central server and establishes a fall-back connection with an operation console which can operate. If a fault occurs to the server, its resource is linked with a backup server and then the backup server accesses a dynamic constitution data base 162 to restore all sessions with client operation consoles.
