An emitter (1) is mounted on a pole by the roadside and delivers a logic signal encoded with the allowable speed for vehicles in that area. A receiver (2) mounted on each motor vehicle (V) delivers the decoded logic signal to multiple bistable electromagnetic relays (4). The state of the electromagnetic relays determines whether the signal delivered by a speed transducer will be passed to one or more comparators (7), whose output determines whether the electric motor (9) driving a centrifugal governor (Mas) will be activated. The centrifugal governor exerts a force against the action of springs (R1,R2), acting against the accelerator pedal to close the throttle if speed is too high.
