<p>PURPOSE:To provide a high efficient encoder whose encoding efficiency is improved by attaining an encoding under the consideration of the code amounts of moving amounts. CONSTITUTION:This device is equipped with a code amount calculating means 2a which calculates the code amounts 3a of a picture signal 1, movement compensating means 12 which calculates a difference between the picture value of the picture signal 1 and the picture value of a movement decoding signal 16 which is moved by moving amounts 11, code amount calculating means 2b which calculates the code amounts 3b of a movement compensating signal 13, and between-screen difference calculating means 20 which calculates the difference between the picture signal 1 and the movement decoding signal 16. And also, the device is equipped with a code amount calculating means 2c which calculates the code amounts 3c of a between-screen difference signal 21, comparator 4 which compares the code amounts 3a, 3b, and 3c, selector 6 which selects a signal whose code amounts are the minimum among the picture signal 1, movement compensating signal 13, and between screen difference signal 21, compressing means 8 which compresses a selected signal 7 to be encoded, and encoding means 17 which encodes a compressed signal 9.</p> |
