PURPOSE:To prevent waste of resource of a public line network by eliminating an unnecessary area code number from a dial number, to reduce the connection time and to prevent deterioration in voice quality. CONSTITUTION:An elimination number being an area code number of a district in which a radio base station is located and an exemption number being an area code number of a different district from the district in which a radio base station is located through the addition of an additional number to the eliminated number are registered in advance to a registration means 1. An elimination means 2 compares a head of the dial number dialed by a mobile terminal equipment with the elimination number and the exemption number and eliminates the elimination number from the dial number when the head is dissident with the exemption number but coincident with the elimination number and sends the result to a public line network from a line exchange 10.
