PURPOSE:To allow the mobile communication system to cover entirely a town and a premises with large traffic and a suburb and a thinly populated area with small traffic, to use the frequency utilizing efficiency efficiently and to suppress increase in the traffic due to hand-off. CONSTITUTION:In the mobile communication system 10 comprising plural cells each of which has at least one radio base station (1-1-1-N) in which mobile stations 2-1-2-M moves in an area covered by the cells, the plural cells are made up of cells having various radii from a minimum cell to a maximum cell. |
