Mechanism which includes a housing having inner (4) and outer (7) cylinders. A tape-like cord (6) is vortically wound about the inner cylinder (4) inside the housing. The inner and outer cylinders (4,7) rotate relatively so as to tighten and loosen the cord (6). Reinforcing tape segments (2) are attached to the tape-like cord (6) at spaced locations to support the cord (6) and prevent buckling. The reinforcing tape segments (2) each have a tapered portion (3,14) and an attachment portion (13). <IMAGE>
