PURPOSE:To make it possible for a controller himself to issue a fresh card by permitting the input of information concerning the allowable number of sheets on which copies are taken, storing the input information, further storing the stored information into a portable information-medium by the use of a control means, and setting the allowable number of sheets on which copies are taken onto the portable information-medium. CONSTITUTION:When a writing switch 24e is closed, reading and input deciding/ discriminating program data are read and stored in a RAM 26c. The system 26 decides what is specified by the inputs applied by the operation of ten keys 24c and performs a data processing based on the program data. Then, the inputs applied by the ten keys 24c are stored in a register and data processing on a magnetic card is carred out by referring to a memory code. The data processing types are the writing of the use division NO of a copying machine into a RAM 27, the recording of that onto the card, and the recording of the allowable number of sheets on which copies are taken.
