PURPOSE:To reduce the disposal of packets due to incapability of correcting errors in a packet cell identifier(CID) when dividing non-HDLC(high-level data link control procedure) packet performing no transmission in spite of detecting an error at the reception into a plurarity of packet cells at its transmission. CONSTITUTION:When dividing a non-HDLC packet 10 into N cell data 11-1N, numeric value N of the divided number as CID 21 is added to the first cell data 11 and numeric value M higher than the value N is added to the following cell data 12-1N, forming consecutive packet cells. A sender/receiver transmitting lines is arranged across the lines. Thus, as long as the first CID value of the divided packet cell is not incorrigible, the cell data as many as the numeric value N received at the first CID value can be formed to one non-HDLC packet, and the disposal packets are reduced.
