<p>PURPOSE:To prevent the overflow of a constant rate buffer memory regardless of the contents of an image when starting the encode processing of the image, and to encode the image with stable picture quality in a short time. CONSTITUTION:The predictive encoding error data of the image are quantized by a quantizer 7, which can variously control quantizing steps, and those data are encoded into a variable length by a variable length encoder 3, made into constant rate data and outputted through a constant rate buffer memory 4. A variable threshold value controller 10 variably controls the threshold value of a data occupation rate in the buffer memory 4 and corresponding to difference between this threshold value and the data occupation rate in the constant rate buffer memory 4, the quantizing step of the above-mentioned quantizer 7 is variably controlled.</p> |
