A system for providing variable levels of transdermal administration of a therapeutic substance is disclosed which comprises a sheet of interconnected bandage elements (12) defined by a plurality of separation lines (13), such as perforation lines. Each bandage element includes a sandwich-type laminate including a backing lamina (14) and contact adhesive lamina (15) connected thereto. Each bandage element further includes a predetermined amount of a releasable form of a therapeutic substance which communicates to the skin by way of the adhesive lamina. A desired number of bandage elements are removed from the sheet along the separation lines and are then applied to the skin. The dosage of the therapeutic substance is readily titrated by varying the number of bandage elements used. <IMAGE>
