PURPOSE:To realize stabilized operation of power plant in which allowable operating range thereof is utilized sufficiently by predicting a state to be brought about upon switching of single tap from current operating state and allowing tap control only when thus predicted state is within an allowable range thereby preventing over switching or under switching of tap. CONSTITUTION:An over excitation/under excitation predicting means 11 predicts field current and reactive power of generator when a tap is switched up and down by single step from current position. A predicting means 11 outputs a tap up control permit signal Srr if thus predicted field current is within an allowable range while outputs a tap down control permit signal S11 if thus predicted reactive power is within an allowable range. Consequently, the generator is not operated under over excited state when the tap is switched up by single step nor it is operated under excited state when the tap is switched dot by single step. According to the constitution, over switching of tap can be prevented.
