<p>PURPOSE:To provide a decoder by which a block distortion removing processing can be appropriately operated for a highly compressed picture by a simple circuit. CONSTITUTION:This device is equipped with a distortion removing circuit 14 which operates a distortion removing processing to output data obtained by inverse quantizing and inverse orthogonal-transforming decoded output from a variable length code decode circuit 11, and a distortion removing characteristic deciding circuit 16 which changes the distortion removing characteristic of the distortion removing circuit 14 based on the counted encoded amount of each block.</p> |
