The communication distribution object terminal and communication distribution processing time for each communication distribution object terminal is discriminated based on the communication distribution control information consisting of the communication distribution processing operation time per day in program communication distribution processing, the class of a communication distribution object terminal and the name of a communication distribution object and management information, the days required for communication distribution processing is calculated taking the communication distribution processing operation time per day into account, and the registration of the expected data of communication distribution of each communication distribution object terminal for the terminal management information 11 is performed.
