PURPOSE:To provide a picture encoder which attains the further appropriate control of a quantization width by considering a visible characteristic from the whole pattern of a picture. CONSTITUTION:This device is equipped with a block segmenting part 101 which divides input picture data into plural blocks constituted of plural prescribed picture elements, quantizer 103 which quantizes conversion factors searched for each divided block by the quantization width decided by each block, and variable length encoding part 104 which encodes the quantized data. And also, the device is equipped with an appropriate quantization control part 108 which operates the control of deciding, for example, an activity as a parameter indicating the degree of the change of a picture value in each block by each block, and deciding the quantization width of the block by using the value of the parameter of the block, and the values of the parameters obtained from the blocks except the block. |
