PURPOSE:To improve an encoding efficiency by properly using a hierarchical encoder and a single encoder according to the resolution of an encoder at a transmission side, and a decoder at a reception side. CONSTITUTION:An encoder side is equipped with a resolution converting means 21 which resolution-converts an input picture into the picture having plural hierarchies whose resolutions are different, first encoding means 22 which encodes the picture having the hierarchy of a certain resolution, and decoding and resolution converting means 23 which decodes the encoded data encoded by the first encoding means 22, and resolution converts the data into the picture of the hierarchy whose resolution is much higher. And also, the encoder side is equipped with a subtracting means 24 which searches a difference between the picture converted by the decoding and resolution converting means 23, and the input picture having the hierarchy whose resolution is much higher, second encoding means 25 which encodes the differential data of the subtracting means 24, and control means 26 which allows the input picture having the hierarchy whose resolution is much higher to be encoded as it is instead of the differential data, when the encoded data encoded by the second encoding means can be decoded by the decoder. |
