PURPOSE: To heighten a treatment effect for arthritis or the like by providing a treatment device having a shape of a passive heating pad including a flat envelope, which is applied to the diseased part of the body, and filling the envelope with a high viscous liquid material having a specified thermal conductivity. CONSTITUTION: This heating pad 22 is formed as a flat or a little bent container 30 by heat sealing nylon or the like which is fitted to an extensor (or flexor) of man, and extended, for example, from right upside of the wrist 1 to right the lower side of the elbow. The container 30 is filled with viscous material having a successive liquid phase member 32 for absorbing vibration. As this viscous material, used is a material having a thermal conductivity of about less than 0.1 W/(m. deg.C), for example, a material having three component system containing liquid polyurethane, petroleum wax and fixed filling material. This viscous material is adjusted to have viscosity within the range of about 100000-1000000 SUS unit at 100 deg.F.
