PURPOSE:To provide the improving and clarifying material of water-quality environment which is excellent in clarifying action and capable of being extremely effectively used for improvement and clarification of water-quality environment and also for clarifying treatment of various kinds of waste water by using water-permeable material having at least two functions in combination which are selected from among improving and clarifying functions of water-quality environment and forming the same. CONSTITUTION:The improving and clarifying material of water-quality environment having composite functions is formed by using the water-permeable material having at least two functions in combination which are selected from among alkali discharge performance, a flocculating agent or a coagulating agent discharge performance, water absorptive performance, oil absorptive performance, deodorization performance, adsorptive performance of the other organic substances, adsorptive performance of inorganic substances, microorganism adsorptive performance, harmful component decomposing performance and harmful microorganism killing performance or the like. For example, in the environmental improving and clarifying material 1, a stripe body 2 is formed of fiber having alkali discharge performance and also at least one function in combination which are selected from among water-quality environment improving and clarifying functions such as water absorption performance and various adsorption performances.
