<p>PURPOSE:To select a quantizer so that the total code amounts of prescribed buffering units can be within prescribed amounts at the time of DCT converting, quantizing, and variable-length encoding a picture signal, and to reduce the circuit scale of a quantizer deciding means which selects the optimal quantizer. CONSTITUTION:For example, code amount estimation circuits 53-1, 53-4, 53-7, 53-10, and 53-13 of the quantizers of every three quantizer number are arranged. The code amounts at the time of encoding data by the quantizers between those quantizers, are searched by an interpolation by using the code amounts of the quantizers of the before-and-after quantizer numbers. The entire kinds of quantizers are unnecessitated at the time of estimating the code amounts, so that the circuit scale can be reduced.</p> |
