VIDEO SIGNAL RECORDING AND REPRODUCING DEVICE

PURPOSE:To facilitate the recording for a tile picture or the like by reproducing a command signal from a recording medium on which the command signal representing the inserted position of a still picture and outputting switchingly a reproduced picture or the still picture in response to the command signal. CONSTITUTION:A picture memory 42 obtains and stores a still picture used for a title picture from a video signal reproduction circuit 41. A changeover circuit 44 switches a video signal supplied from a video signal reproduction circuit 41 or a still picture from the picture memory 42. A CTL signal reproduced from a control (CTL) track is fed from a CTL signal reproduction circuit 45 to a command circuit 46, in which an exclusive command signal representing an insertion position of the still picture to a desired scene separated from the CTL signal is fed to the picture memory 42 and the changeover circuit 44. Then the changeover circuit 44 outputs a series of the reproduced picture and the video signal obtained by inserting the still picture outputted from the picture memory 42 in response to the command signal.
