PURPOSE: To decide data quantity share to each channel, according to a channel capacity for each frame independently of a ratio of data processing capacity by allowing a system controller to distribute compressed video data into a high-priority channel and a low-priority channel. CONSTITUTION: A coded output signal from a compressor 12 is formed to be a hierarchical format and data from the compressor 12 are fed to a priority processor 14 that analyzes and distributes the data to an HP channel and an LP channel. The data subject to ranking are fed to an HP rate buffer 15A and an LP rate buffer 15B. The rate buffers 15A, 15B conduct conversion from a variable data rate into a constant data rate and adjusts the data quantity, supplied from the compressor 12 depending on the level of the capacity of the buffers. Thus, the buffers 15A, 15B include circuits, denoting a capacity level and a signal denoting the capacity level is fed to a controller 18, which adjusts an average data rate of the data from the compressor 12. |
