PURPOSE:To average the using ratio of each subscriber's line in a group, and in addition, to shorten the delay time of data. CONSTITUTION:A packet switching device 1 is provided with a data quantity storage part 3 for storing each transmitted and received data byte number at every definite time of plural subscriber's lines 11 to 13 to a terminal A. At the time when a line to the terminal A is selected for transmitting and receiving the new data during communication between the terminal A and the terminal B, the data quantity storage part 3 is referred to by the packet switching device 1, and the line to show the minimum value of the transmitted and received data byte number is selected from among the subscriber's lines 11 to 13, and is connected.
