The high melting temperature adhesive filled in an adhesive vessel (10) of the mesh coating sect. is polyolefin based on special polymer of a low molecular number. The high melting temperature adhesive is coated in shape of a net on the internal side of tabacco paper (2) by interactions of a mesh roller (11), tension mesh roller (12) and cooling rollers (13,13a).
