e paint composition is prepared by (a) mixing 80-180 parts of solid melamine resin varnish and block isocyanate resin varnish as a hardening agent with 100 parts of solid polyester resin varnish, acryl resin varnish or silicon-modified polyester resin varnish, (b) dispersing 150-300 parts of less than 20μ silica and coloring pigment particles in 100 parts of the above mixture, and (c) dispersing 5-15 parts of 30-50μ silicon carbide or alumina and 0.5-3.0 parts of polyethylene wax in 100μ parts of the solid portion of the dispersed solution. The steel blackboard is manufactured by coating CR, GI or EGI steel plate, which is already coated 3-5μ thick with a rustproofing primer, 15-30 thick with the obtained paint composition.
