PURPOSE: To provide a filter circuit which preliminarily processes video signals to be encoded usable for video phone. CONSTITUTION: Video signals a1 to be encoded are encoded by means of a hybrid encoder 4 provided with a picture memory 410A which stores the data of encoded video picture and a motion predictor 410B which calculates motion vectors (v). A filter circuit is provided with a multiplexer S1 having two input terminals from which either the signals to be encoded or filtrated video signals f1 are supplied to the input terminal a2 of the hybrid circuit 4 or the input terminal f1 of another picture memory F4. At the position of one of the two switches of the multiplexer S1, another picture memory is arranged on the feedback route of a recursive filter F through which the video signal to be encoded are temporarily filtrated. A controller S makes the control signal of the multiplexer S1 to be generated from the data of the video signals to be encoded and encoded video signals a410 and, at the same time, from the motion vectors (v) in accordance with an expected standard. |
