PURPOSE: To provide a vehicle occupant restraint device in which the structure of the connection between a shoulder belt and a lap belt is made compact and easy to control. CONSTITUTION: A latch member 18 is connected to one end of a lap belt 12, and a buckle 22 is connected to one end of the shoulder belt 14. The latch member 18 can be engaged with a buckle 26, and the buckle 22 of the shoulder belt 14 can be engaged with the latch member 18. The latch member 18 has first and second tongue parts. The first tongue part can be locked to the buckle 26 and the second tongue part can be locked to the buckle 22 of the shoulder belt 14.
