PURPOSE:To allow a recording and reproducing device such as a general VTR to attain timer video recording and sound recording by sending a monitor signal to the connected recording and reproducing device such as a general VTR so as to detect the operating state thereby controlling ON/OFF of a power supply of the CS/BS tuner main body based on the result of detection. CONSTITUTION:The tuner is provided with input terminals 3a, 3b, output terminals 2a, 2b, a monitor signal generating section 5 sending a monitor signal to a recording and reproducing device, and a detection section 7 connecting to the input terminals 3a, 3b and detecting the presence of the monitor signal or the like. Then the monitor signal is sent to the connected VTR to check an output signal of the VTR thereby detecting the presence of the monitor signal, and when the monitor signal is outputted, it is discriminated that the video recording mode of the signal from the CS/BS tuner is set, the power of the tuner main body 1 is applied to select a set channel. Then the output signal of the VTR is checked to detect the presence of the video signal and when the video signal is absent, it is discriminated to be the end of video recording to interrupt the power supply of the tuner main body 1 and the monitor operation is restored.
