PURPOSE: To provide a performance measuring device which can generate such a test packet that does not interrupt the other real-time traffic of a switching network and such a generated measurement traffic that can accurately cope with a life traffic. CONSTITUTION: A performance measuring device PMD is provided with a test packet generating means VCG and a packet analyzing means DBA and the test packet generating means VCG is constituted so that the means VCG can receive a life data communication packet from a file traffic source installed to the position of a first subscriber and converts the life packet into a test packet. Therefore, the life packet is not interrupted by measurement.
