The system comprises a valvebody with an open-close valve connected in series with a flow quantity control valve, two cam-grooves with two pins projected from the vibration member supported by the axle of the first cam. The second cam forms the cam edge to move the vibration with the center of the dead point. The 1st cam controls the fastening magnitude of the flow quantity control valve when the vibration turns in reverse direction.
