PURPOSE:To download program data from a network controller to a network constitution device in a normal operation state. CONSTITUTION:When the program data are transferred from the network controller 10 in the state of operation by a program in an in-use EEPROM 103, a CPU 101 writes them in a stand-by EEPROM 104 and verifies the data, and sets the data in a toggle type register 106. At an initialization request from the network controller 10, the CPU 101 is started up by a program in the stand-by EEPROM 104 specified by the toggle type register 106 according to a bootstrap program in a bootstrap ROM 107. If abnormality occurs, a CPU operation monitor circuit 105 sets data in the toggle type register 106 and requests the CPU 101 for resetting. The CPU 101 is restarted up by the program in the in-use EEPROM 103 specified by the toggle type register 106.
