PURPOSE:To form a required document speedily and without making mistakes and transmit cargo information, by combining character or graphic images of cargo information and the result of calculations based on basic data with a predetermined document form image, and printing the combined image data to form the required document. CONSTITUTION:Of the contents of a bill of lading BL, basic data such as shipper, consignee, sea route, article name, number of pieces, tonnage and freight rate to be used for calculation of freight or forming various statistical data SD are inputted through a data input part 10, and are stored in a data memory 11. Character or graphic parts such as description are stored as image data into an image file 13 through an image input part 12. A data-combining part 16 combines a form image supplied from a form file 15 with the basic data read from the data memory 11, a document freight calculating part from a freight-calculating part 14 and the character or graphic images read from the image file 13 to obtain a complete form image, and outputs the complete form image to a page printer 17.
