PURPOSE:To prevent the lowering of molten steel temp. caused by heat conduction at the time of adding flux for refining to the molten steel, to improve slagging by melting the flux and to achieve high cleanliness the molten steel. CONSTITUTION:A non-shifting type plasma torch body 1 having a plasma electrode 2 is arranged on the side wall of a vessel at the upper part from the surface of the molten steel 8 circulated in an RH degassing vessel 6 and a plasma working gas supplying tube 3 and a flux supplying tube 4 with carrier gas are connected with this plasma torch body 1. On the way of injecting until the flux 5 for refining reaches the surface of the molten steel 8, the flux 5 is heated in the plasma jet and charged into the molten steel 8.
