摘要 <p>PURPOSE: To prevent the degradation of the picture quality due to an artifact at reproduction by superposing a signal component of a certain frequency or higher on that of a frequency lower than the certain frequency based on the quantity of a motion signal and recording the overall band on a recording medium in a limited band. CONSTITUTION: A horizontal LPF 10 receives a luminance signal Y and allows only a signal component of a prescribed cut-off frequency or lower to pass through, and a horizontal HPF 20 allows only a signal component higher than this frequency to pass through. A motion signal detection part 30 generates a factor value K corresponding to a motion signal after detecting the motion signal from the luminance signal Y. A signal adjustment part 50 outputs a high frequency luminance component which has the gain adjusted by an adaptive emphasis/ deemphasis part 40 only when the magnitude of K is in a prescribed level for discrimination of a still picture or lower. Consequently, an addition part 60 adds and outputs the high band component passing the adjustment part 50 and the low band component passing the LPF 10 in the case of a still picture and outputs only the output of the LPF 10 in the case of a moving picture and adds and outputs low and high band components based on the current K value in the case of a quasi-moving picture. Thus, the picture quality is improved.</p>
