PURPOSE:To improve the productivity as the illuminating device by improving the light emission efficiency and enlarging the applied range by parallel facilitation of an illuminating light. CONSTITUTION:This fluorescent illuminating device 5 constituted of a linear glass tube 52 in which a phosphor is applied to the inside surface, and a discharge electrode 51 disposed on both its ends by holding a vacuum is constituted by forming a phosphor applying part 53 in a area directly projecting an object to be illuminated of the inside surface of the glass tube arranged corresponding to an object to be illuminated, and forming an ultraviolet ray reflecting part 54 covered with a ferroelectric film 54a in an area of the residual part.
