PURPOSE:To enable stable power feeding at a low cost and to prevent the breakdown of a exothermic resistor layer by sparking or wearing. CONSTITUTION:A roller member 17 is formed by coating the surface of a roller base material made of a low thermal conductor with the exothermic resistor layer. The roller member 17 is inserted into a thremally shrinkable fluororesin tube 13 and the fluororesin tube 13 is heated to shrink. The fluororesin tube 13 is freely rotatably brought into tight contact with the roller member 17 at this time. The roller member 17 is fixed to a fixing device and terminals are formed at both ends 18, 19 of the exothermic resistor layer and are connected to a power source 24. The fluororesin tube 13 is freely rotatably supported to the fixing device. Paper transferred with a toner image is transferred by the fluororesin tube 13 when the fluororesin tube 13 is rotated by a proper means. The roller member 17 is held fixed at this time and is supplied with the power from the power source 24.
