PURPOSE:To reduce any pump driving loss by means of hydraulic pressure at both low and medium speed ranges and friction in each part of an engine so sufficient enough. CONSTITUTION:A sliding ring 27 rotating by dint of fluid frictional force to be produced by rotation of an outer rotor 25 with rotation of an inner rotor 23 is installed in a pump room. In this sliding ring 27, its projection 27c is moved against a spring 35. With this movement, a first relief port 51 so far opened by dint of hydraulic pressure just before a high speed range is closed, thus the hydraulic pressure at this high speed range is heightened. At both low and medium speed ranges, since the first relief port 51 is opened, the hydraulic pressure is ensured to the irreducible minimum of low pressure.
