The device provides a combined use device of source coding and decoding with low power consumption and low cost by using TTL and C MOS RAM. It includes a difference computing section (401) for applying digital video signal which isn't compressed, to a video signal outputter (430), a reproducing section (402) for processing the data from the difference computing section (401) to reproduce original digital video signal, and an estimating section (404) for receiving the output of the reproducing section (402) and 681 sample delayed signal and outputting to the difference computing section (401).
