The re-openable cable binder made of elastic material has a grip band (1) with a free end having a toothed part (5). A length adjusting mechanism (4) has a second toothed part (6). These engage with the first teeth to adjust the dia. of the binder. A locking element encloses the binder. The element has a concave hinge hook (2) and a matching hinge pin (3) to form a pivotal joint. This joint has a lever arm forming a manually openable handle (22). The grip band at a distance from the closed joint acts on the lever arm such that the handle, upon closing, must overcome a dead point in relation to the length of the grip band.
