The apparatus adjusts the inclining angle of vehicle steering wheel relative to the driver to a optimal position suited to the driver's physical conditions to prove a safe driving. The apparatus comprises a lower bracket (1) fixed to the vehicle body (B) and the lower wheel shaft (7), an upper bracket (2) connected to the lower bracket (1) by a hinge pin (3), an adjuster (4) attached to a side of the brackets to adjust the angle of the wheel (8) relative to the driver, and a guide link and a rotating cam both supported on a pin to actuate a movable gear to engage on or off with a fixed gear for adjustment of the wheel angle.
