PURPOSE:To utilize night power effectively by controlling an output from a converter having a charge and discharge function so that receiving power detected by a receiving point reaches a set value close to zero. CONSTITUTION:An output from a converter 10 having a charge and discharge function is controlled so that receiving power Wmv detected at a receiving point reaches the set value of day close to zero, and the converter 10 having the charge and discharge function is operated so as to reach minimum set receiving power 14 within a range that a reverse flow is not generated in the time zone of day. Consequently, power required for in-consumer load 7 exceeding the set value can be supplied through the converter 10 having the charge and discharge function from a loadleveling device 4, and a shortage section is fed automatically from a power system 1 when the in-consumer load 7 exceeds the capacity of the converter 10 having the charge and discharge function. Accordingly, no reverse flow is generated, and night power can be utilized effectively. |
