PURPOSE:To control the regular use such as charging of each user and offer of service when an allowed user uses one terminal equipment and to control countermeasures against the use of an illegal user by discriminating whether or not the use is an allowed user or an illegal user for the terminal equipment. CONSTITUTION:An input command of a user ID is sent from a public radio line central control station A to a terminal equipment 20 and the terminal equipment 20 sends confirmation information including the user ID. The public radio line central control station A receiving the confirmation information discriminates whether the user is any of allowed users a,b,c or an illegal user (d), controls the regular use such as charging and offer of service to each of the allowable users for the terminal equipment 20 and controls countermeasures when the illegal user (d) uses the terminal equipment 20. |
