Process for treating residues from the incineration of urban or industrial waste, comprising the following stages: - a first stage of chemical analysis of the residues from incineration of urban or industrial waste with a view to determining: - their water-soluble sulphate content, - the overall, retardant or accelerating, action of the water-soluble ions which can interfere with the setting or the hardening of a Portland cement, - a second stage during which the residues from incineration of urban or industrial waste, a hydraulic binder and additives are mixed or crushed and the mixture obtained is then granulated with water and the granules are allowed to harden, the nature and the proportion of the said hydraulic binder and of the said additives having been chosen so as to allow at the same time the physical and/or chemical neutralisation of the components which interfere in respect of the setting or of the hardening of a Portland cement which are present in the waste and of the production of granules of low porosity and low permeability.
