摘要 PROBLEM TO BE SOLVED: To attain effective utilization of an FBI bit in the case of no hand- over and improvement of accuracy of transmission power control using a TPC bit at the same time in a CDMA communication system that conducts transmission power control by using the TPC bit and the FBI bit. SOLUTION: A reception power measurement section 117 calculates an SIR of a received signal, a step number decision section 119 calculates an absolute value of a difference between the received SIR and a desired SIR to decide a transmission power increase/decrease quantity to be instructed to a communication opposite station, and an FBI generating section 121 generates an FBI bit denoting an ID number of a selected base station based on an output from a hand-over control section 116 in the case of hand-over, and generates an FBI bit denoting a transmission power increase/decrease amount to a communication opposite station on the basis of an output of the step number decision section 119 in the case of no hand-over.
