PURPOSE: To reduce the size of a high-speed disk storage device by moving a file between primary and secondary storage devices when the accessing amount to the file within a prescribed period of time meets a prescribed standard. CONSTITUTION: In an operating system 118 stored in a storage device 116, a file retrieval routine 126 calls a statistics collection routine 124 for collecting the statistics of the use of a file on a primary storage device 110. In a statistics summarizing process 120, collected statistics are written in the data base file of the storage device 110. In a file movement process 122, the statistics data base is checked and whether or not the file should be moved dynamically between the primary storage device 110 and a secondary storage device 112 is discriminated. Then such a file that has less access to an internal combustion engine during a designated period is automatically deleted from the storage device 110 and such a file that has much access to the engine in the same period is automatically copied into the storage device 110 from the storage device 112.
