摘要 <p><P>PROBLEM TO BE SOLVED: To solve the problem that it is difficult to secure radio resources when the radio resources are tight and it is impossible to secure the radio resources and the evasion of a call disconnection processing simultaneously in a conventional mobile communication system. <P>SOLUTION: A radio base station controller 12 comprises: determining that the radio resources are tight when the state of the radio resource sent from each base station 13-16 exceeds a threshold; reading radio quality information on all radio lines from a diversity handover control section 17; preserving the lines having the good radio quality up to the maximum given number of lines with respect to macro-diversity state communications having three or more radio lines 18-21 through one movable body terminal 11; successively executing disconnection processing for the remaining radio lines. Candidate disconnection to preserve the radio resource is applied to the radio line determined to be degraded in the radio quality even for the radio line having no out of service caused by out of synchronization. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p>
