Non-foaming cosmetic composition for the eyes, usable for the removal of waterproof type and non-waterproof type make-up. This composition consists of two distinct phases, a lower phase or aqueous phase containing at least one surfactant agent and an upper phase or oil phase comprising at least one cosmetic oil, the weight ratio between the lower phase and the upper phase being between 30:70 and 60:40 and the concentration of surfactant agent being between 0.1 and 3% by weight relative to the total weight of the composition.
