PURPOSE:To effectively obtain parallel rays of light with a reflecting mirror or effectively converge light with a reflecting mirror and a light source even in the case where a light emitting element is hardly considered to be a spot light source. CONSTITUTION:A transparent plate with a concave face on one side and a convex face on the other side is prepd., a first reflecting element 21 which reflects a prescribed wavelength component of light and transmits the other wavelength components is formed on the concave face and a second reflecting element 22 which reflects at least part of the other wavelength components is formed on the convex face.
