These two elements can be attached or detached by virtue of the existence of a moving part (7) in the outer part (1) fastened to the steering wheel, advantageously in the form of a rod and actuated from the outside by means of a key or the like. This moving part (7) can be turned so as to project in a groove (13) or a channel (14) which are made on the surface of the inner piston (5) or be retracted inside a channel (7) made for this purpose in the outer part (1), which makes it possible, in a defined position, to detach the steering wheel from the shaft and to make it impossible to steer the wheels of the vehicle. <IMAGE>
